1. BACKGROUND

Department of Town and Country Planning is a department which was established in 1984. At the beginning of its establishment, the department was placed under the engineering and building department as a small unit. This department is responsible in controlling the development of the entire Klang district to form a dynamic municipality, organized and able to produce an excellent community with quality of life and clean and attractive environment.

Hence, the town planning department always ensure planned development of a comprehensive land use plan for the provision of long-term planning such as the preparation of structure plans as well as local plans and governed by the provisions of the Town and Country Planning Act 1976 (Act 172). The department also accept rules, guidelines and planning standard and obey with the state policies and circular states from time to time in the execution of the state government's intention to establish a good town planning in a harmonious society. To achieve this position always ensure that employees have a sense of responsibility and are committed in working to become more efficient and viable.

To plan and control the development and to provide high quality services through governance mechanisms of a viable for a harmonious Klang society.

4. OBJECTIVES, SERVICES, INFORMATION AND FUNCTIONS OF THE DEPARTMENT / DIVISION AND UNIT

Klang Municipal Council Town Planning Department is responsible in achieving the following objectives:

General Objective
Establish a comprehensive development strategy to achieve a balanced and sustainable urbanization

Physical Development Objectives
Provides a development framework that can interact with the environment harmoniously without causing nuisance or long-term negative effects

Social Development Objectives
Does not neglect the human element, namely the need to facilitate education, recreational, religious, etc. in physical development

Economic Development Objectives
Support economic development and balancing social and environmental needs

 

THE OBJECTIVES OF THE CONTROL AND PLANNING OF THE DEVELOPMENT

  • Prepare reports and technical reviews on an application for planning permission for the consideration of the Planning and Development Committee (Committee Local Review Center)
  • Application in naming the park, street names and numbering of buildings
  • Application support government land
  • Pre-calculated plan application
  • Change the application process, subdivision, land government and other related land development application
  • A review of building plans and certificates of fitness from the aspect of town planning requirements
  • A review of the license application, advertising, and environmental impact analysis when necessary
  • Consider the proposed development of infrastructure, public facilities and sports from the private sector

PROJECT AND RESEARCH UNIT

  • Preparing  Klang local plans
  • Preparing action plans as a special area plan an extension of the local plan(TRM Pulau Indah, Kg Batu Belah dan Kg Jawa, Pelabuhan Klang)
  • Prepare an inventory and social plan for Malaysia Plan

GIS AND GAZETTING UNIT

  • Prepare GIS applications for the usage of the department
  • Updating the site plan, layout plan and pre-calculated plan for the comprehensive development plans of the Council
  • preparing and updating the inventory of public open space
  • preparing and updating the inventory of public facilities and community facilities

 

ENFORCEMENT & SQUATTER UNIT

  • Monitor on land development activities initiated and carried out without planning permission and take legal action against the offense by Section 19, Act 172
  • Conduct an investigations and taking enforcement action on any complaint received regarding urban planning
  • Conducting a census on the construction of structures that are without authorization and contrary to the planning zone
  • To ensure that all unauthorized factories to submit all related documents
  • Perform registration and census squatter movement
  • Monitoring the growth of squatter areas at all times
  • Conducting enforcement operations (on the new squatter)
  • Coordinate the distribution of low cost houses (by government agencies and private) by prioritizing slum dwellers as main target
  • Implementing all policies on squatters by the State Government

 

INVESTMENT AND SUSTAINABLE DEVELOPMENT UNIT

  • Planning and adjusting the Klang Agenda 21 Program
  • Planning and adjusting Klang Safe City Program
  • Coordinating the Klang River Conservation Program (River Ranger)
  • Coordinating Integrated Coastal Program Klang (ICCM)
  • Coordinate Measuring Sustainable Cities (MURNInets)
  • Coordinating and monitoring the implementation of the National Urbanisation Policy Program e-DPN)
  • Coordinating the Safe City Program
  • Stimulate investment and encouraging industrial in Klang District
  • Creating communication facilities between the government and local investors in foreign funds
  • Assisting investors in addressing issues relating to the elaboration and approval procedures
  • To provide land information, location, potential areas, zoning and etc.
  • Cooperating with local chambers of commerce and local and foreign trade

 

ADMINISTRATIVE UNIT

  • Managing all matters related to staff
  • Typing, recording, compile letters and meeting papers
  • Distributing and informing the official ceremony and circular instructions to the staff
  • Managing and arranging stock and technical office equipment

 

5. TOWN  PLANNING DEPARTMENT CLIENT CHARTER

Give consideration to the planning permission decision within 80 working days for applications concurrently and 57 working days for a separate application
