1.0 Introduction
The Department of management services is the heart of the Klang Municipal Council which provide support to other departments. Among its functions is to manage human resources, staffing, assets move and store, training, records management and security in the Klang Municipal Council.

There are 5 main divisions and 1 unit in the Department of management services, namely:

  • Division Of The Training And Records Management
  • Support Services Unit
  • Human Resource Management Division
  • Division General Administration
  • Division Of Assets Move And Store

2.0 Objectives the Management Services Department

Manage administrative management affairs and provide support services to the Council and adopting policies in line with the regulations on the adoption by the Klang Municipal Council

Division Of Organizational Development & Staffing
To ensure the Council has an appropriate scheme of service and organizational structure and efficient to enable the Organization to implement the objectives of its establishment

 

Human Resource Management Division
Manage human resources efficiently and effectively.

 

General Administration Division
Handle Affairs Council logistics, maintenance, safety and happiness with effective and systematic manner.

 

Division Of Assets Move And Store
Ensure property management, capital assets over low and stocks worth implemented in an efficient, orderly and effective manner in accordance with the procedure set out

 

The Training And Records Management
Ensure that all training/courses can be distributed to all staff at the Klang Municipal Council and ensures the Council have quality resources to undertake tasks more efficiently and effectively.

 

Support Services Unit
Monitor and manage the administration of the Department in order to run smoothly and effectively and is responsible for monitoring the activities of support services such as managing attendance and leave, as well as managing the records and files.
 
3.0 Functions

The function of the Department by Division are as follows:
 

Division Of Organizational Development & Staffing
  • Provide Staffing budget estimates the Klang Municipal Council.
  • Manage the Affairs of the appointment and promotion of the Klang Municipal Council.
  • Managing restructuring and organizational development the Klang Municipal Council.
  • Manage

Human Resource Management Division

  • Use the HRMIS (Human Resource Management Information System) properly and effectively.
  • Manage authentication Office, giving pensionable and retirement, leave, loans and allowances to staff the Klang Municipal Council.
  • Manage annual salary increases.
  • Implement scheme of service and salary adjustment checking employees and annual salary increases.
  • Ensure that employees comply with all orders of the Council in accordance with the rules of the workers (the doing and discipline) MPK 1995.
  • Managing the welfare facilities and staff in accordance with the existing policies such as medical payment claims managing IJN medical payment claims, Haemodialysis, and claim the payment of medication/tools/medical services/treatment
  • Manage meetings joint Council (the COUNCIL).
  • Manage meetings the Committee the authority to appoint and human capital development Council.
  • Manages the preparation of documents for the purpose of discipline
General Administration Division
  • Managing the receipt, distribution and delivery of letters and official documents of the Council.
  • Manage logistics functions such as most halls MPK, fields, rest homes, meeting rooms, food and Council vehicles.
  • Manage advertising-advertising in local newspapers.
  • Manage and store files classified and General Council.
  • Coordinate and monitor the receipt and registration of letters and documents.
  • Control check in the mail.
  • Ensure the safety and environment within and outside the Council building, orderly and controlled.
  • Ensure that complaints regarding damage small office buildings in adjust solution and repair.
  • Coordinate procurement Department working paper for quotation B, quotation and tender.
  • Coordinate local order and costs as well as general budget Department.

Division Of Assets Over & Stores

  • Manage assets over, assets and store Government under the control of the Klang Municipal Council which include the receipt, registration, use, storage, inspection, Maintenance, disposal, loss and write-off
  • Managing the appointment Coordinator assets, assets, the Board of Examiners and Examiners Committee Investigators.
  • Manage Asset Management Committee meetings the Government (JKP) Klang Municipal Council
  • Coordinate the preparation of the Quarterly Report, the assets of the Asset over the Life of the Government Store and Department/Division
  • Coordinate the preparation of the report of the Executive Director of the Government's asset management and annual reporting of assets over, assets and store Government departments/divisions
  • Coordinating instructions/Publications Setting asset management Over the Government, Government Life Asset Management Procedures, and procedure of Government with store management and Store Asset Coordinator Coordinator Department/Division level from time to time.
  • Ensure the management of quotations for the supply toner, stationery and paper carried out on a regular basis.
  • Supplying materials to the Council Office needs in a systematic manner.
  • Manage store stationery Council.

The training and records management

  • Provides schedule planning, course and training to staff the Klang Municipal Council in accordance with the provisions of approved.
  • Managing exam for authentication of Office and promotion.
  • Plan and implement quality Council to increase quality and productivity of the Klang Municipal Council.
  • Secretariat training in internal courses organized by the Klang Municipal Council and foreign agencies.
  • Recorded courses attended by staff into the record books service.
  • Provide a unified document management procedures.
  • To coordinate records management activities.
  • Coordinate the disposal activities.
Support Services Unit
  • Manage reporting record attendance of employees the Klang Municipal Council (MPK).
  • Manage the Department's filing
  • Manage travel departmental administrative cover topics related holidays, overtime claims and discipline staff
  • Record and internal correspondence files
  • Managing Loyalty Program quality environment Practices 5S and low-carbon Programs in the Department.

 

4.0 List of services & customer Charter

Organizational Development & Staffing
  • Advertise job vacancies at least one (1) time within three (3) months if there is a need and the approval of the top management
  • Job interview session is to be held at least one (1) time within one (1) month if there is a need and the approval of the top management

Human Resource Management Division

  • Manage employee retirement-related matters within (6) months from the date of retirement.
  • Managing medical payment claims, medical claims payment IJN Haemodialysis, and claim the payment of medication/tools/medical services/treatment within (4) working days.
  • Manage computer loan application and loan application motorcycle/car within (3) business days

General Administration

  • Management of Correspondence-Every letter received from the post Office circulated to the relevant Department on the same day after the letter of completion recorded in the Local delivery of a Book.
  • Most House and Leisure Most within four (4) working days.

Division Of Assets Over & Stores

 
  • Movable assets made within two (2) weeks from the date of confirmation of acceptance of the Procurement Unit, quantity surveying Division.
  • Meet the stationery stock application by the Department within four (4) working days.
  • Carry out action of disposal of assets move on within a period of six (6) months.
  • Managing procedures loss write-offs within two (2) months.

The training and records management

  • Ensure staff attend three (3) types of courses in a year.
